什麼是TTQS?

 

The Talent Quality Management System (TTQS) is a standardized framework established by Taiwan’s Workforce Development Agency to enhance the quality and effectiveness of corporate training programs. It encompasses five key phases—Plan, Design, Do, Review, and Outcome (PDDRO)—ensuring a structured approach to workforce training and development. In today’s knowledge-based economy, human capital has become a cornerstone of corporate competitiveness, and strengthening employee skills is essential for any industry seeking growth and advancement. TTQS not only advocates for companies to invest in workforce training but also emphasizes quality control and performance evaluation, helping companies build robust training systems that elevate employees' skills and enhance productivity.

TTQS,即「人才發展品質管理系統」,是台灣勞動部勞動力發展署針對企業培訓流程所設立的標準系統,涵蓋計畫(Plan)、設計(Design)、執行(Do)、查核(Review)與成果(Outcome)五大階段。此系統旨在全面提升企業人才培訓的品質和效率。隨著知識經濟時代的來臨,「人力資本」成為企業核心競爭力,強化員工技能和專業知識成為企業升級的基礎。TTQS不僅倡導企業投資員工的培訓資源,還強調培訓品質的監控與績效評估,幫助企業打造更加完善的培訓系統,從而提升員工的專業競爭力和整體生產力。

 

Beyond improving organizational training capacity and effectiveness, TTQS is widely applied to pre-employment and on-the-job training as a tool to assess and boost training quality. Through regional service centers, the TTQS program is promoted across various organizations, assisting them in adopting this management system. The goal is to establish a continuous improvement mechanism for training quality, enhancing the workforce's overall capabilities, and strengthening international competitiveness.

除了提升企業辦訓的能力和績效,TTQS還被廣泛應用於職前及在職訓練中,作為辨識和提升培訓品質的工具。透過分區服務中心推動TTQS,各企業與培訓機構逐步導入這一管理系統,形成良好的訓練品質改善機制,從而增強整體人力資本的發展能力並提升國際競爭力。

- Plan: At this stage, FEDERAL LOCK established several key indicators for talent development, including our organizational vision, mission, and clearly defined PDDRO (Plan-Develop-Do-Revise-Outcome-Optimize) training system. This ensures that every step of our training initiatives aligns closely with our company’s strategic goals. Our planning metrics focus on strengthening the systematic approach to talent development, setting a clear direction for subsequent phases.

- 計畫(Plan):安得烈股份有限公司在此階段制定了多項人才發展指標,包括企業的組織願景、使命目標、以及明確的PDDRO(計劃-發展-執行-修正-結果-優化)培訓體系,確保每一步訓練都與企業發展目標保持一致。我們的指標設定重點關注如何強化人才培訓體系的系統性,並以明確的方向指導後續工作。

 

- Design: The design phase involves tailoring training programs based on the specific needs within the organization. Through a detailed analysis, we ensure that each training module aligns with employee skill requirements and job roles to maximize training effectiveness. This phase includes the selection of learning materials, course content, and system configurations to create a cohesive training framework.

- 設計(Design):公司根據內部的實際需求進行培訓方案的設計與規劃,並針對不同部門的特定需求進行系統性分析,確保每一項訓練內容都能切合員工技能和崗位要求,從而達到最佳的培訓效果。此階段的設計涵蓋學習材料、課程內容及系統設置等。

 

- Do: We ensure that all training programs are executed as planned, with a strong focus on translating learned skills and knowledge into practical application. Whether through technical training or managerial skill enhancement, our execution phase strictly adheres to the outlined training plan to achieve the intended learning outcomes.

- 執行(Do):我們確保所有培訓項目按計畫有序進行,並將所學知識和技能進行實際運用和轉化。無論是技術性培訓還是管理能力提升,執行階段均嚴格遵循計劃,以期實現預定的學習目標。

 

- Review: During the review phase, FEDERAL LOCK continuously monitors the training process to identify any issues and applies immediate corrective measures to uphold training quality. Additionally, we conduct comprehensive assessments of training outcomes to identify areas for improvement, further enhancing our training effectiveness.

- 查核(Review):在查核環節,安得烈股份有限公司持續監控培訓執行過程中出現的異常問題,並進行即時的矯正措施,以確保培訓品質。此外,我們進行培訓效果的綜合評估,從中找出改進空間。

 

- Outcome: Finally, we periodically present and analyze training results, assessing both diversity and system completeness. This approach not only enables employees and management to see the tangible impact of training efforts but also allows for continuous refinement and optimization of our training programs.

- 成果(Outcome):最後,我們會定期呈現並分析培訓成果,包括多元性評估和系統的完整性檢驗。這不僅使員工和企業管理層更直觀地看到培訓的實際效果,也便於後續調整和優化整體培訓流程。
